Does is seem likely that the Secretary of Defense would not have any contact with the top diplomat of the country we were about to go to war against? Would never have met him?

BTW, in same interview, Cheney claimed he had severed "all" financial ties with Halliburton and had no influence on the rewarding of "no-bid" contracts.
