As if by rote, GWB uses the phrase "I'm looking for to working with..." in numerous speeches and in numerous responses to questions about individuals and groups. BTW, rote can be defined as: 1) the use of memory usually with little intelligence or 2)routine or repetition carried out mechanically or unthinkingly.
